The rear tail light assembly, middle portion, has collected water inside of it which comes in contact with the tail light led's inside causing them to short to ground. They blink/flash erratically but most of the time are not on. Also the license plate lights are affected by this and are not working either. Even after loosening the assembly and draining the water condensation can still be seen inside.

The lense on the center brake light (race track light), apparently has a defective gasket, allowing the brake lights to fill with water and cause them to go out. I only have 22,000 miles on this car, it's my baby! It will be awhile before i can fix this, as it will be over $1000 to repair. Ridiculous! Safety doesn't seem to be much of a concern for dodge.
